Darpariaeth Gymraeg i blant ifanc: hanes a heriau datblygiad addysg feithrin yng Nghymru

Bu datblygiad addysg feithrin Cymraeg yn stori o lwyddiant arbennig dros y blynyddoedd diwethaf. Gyda sefydlu’r Cynulliad Cenedlaethol yn 2000, gwelwyd Cymru’n symud ymhellach yn ei dyheadau ar gyfer ei phlant ifanc. Un o flaenoriaethau cyntaf y Llywodraeth Gymreig gyntaf oedd y Cyfnod Sylfaen gyda’i hymagweddiad radical. Bydd y papur hwn yn ymdrin â datblygiad addysg feithrin yng Nghymru gyda thrafodaeth ar yr hanes cyn ac ar ôl datganoli. Gosodir polisïau Cymraeg oddi mewn i gyd-destun dylanwadau ymchwil a phedagogaidd ehangach ar addysg blynyddoedd cynnar, er enghraifft y dystiolaeth ynghylch arfer dda o du EPPE (The Effective Provision of Pre-School Education Project). Edrychir yn benodol ar ddarpariaeth Gymraeg a chyfraniad Mudiad Meithrin ynghyd â thrafodaeth ar y damcaniaethau ynghylch dwyieithrwydd, gyda golwg ar ddwyieithrwydd cynnar yn benodol. Ceir amlinelliad a beirniadaeth ddadansoddol o’r heriau sy’n wynebu’r maes yn sgil datblygiadau gwleidyddol cyfoes a pholisïau cyfredol.

Er dibenion y papur hwn, diffinnir addysg feithrin fel gwasanaethau addysg a gofal ar gyfer plant ifanc o 3–5+ oed, a defnyddir y term ‘blynyddoedd cynnar’ i’r un diben.
